1. Crop your base.

2. Duplicate your base and set it on Screen, opacity 100%. (It depends on your icon)

3. Create a new Color Balance Layer (Layer > New Adjustment Layer > Color Balance):
Midtones: +2; 0; +32
Shadows: 0; -10; 0
Highlights: -22; +4; +5

4. Add a new Solid Color Layer and fill it with dark blue (#110437). Set the layer on Exclusion,opacity 100%.

5. Add a new Solid Color Layer and fill it with light blue (#97f2ed). Set the layer on Color Burn,opacity 65%.

6. Duplicate the base and drag to top, set it on Screen, opacity 48%.

7. Add a new Solid Color Layer and fill it with dark red (#49180f). Set the layer on Exclusion,opacity 100%.

8. Merge layers or Stamp Visible (Ctrl+Alt+Shift+E). Sharpen it.

9. Create a new Selective Color Layer (Layer>New Adjustment Layer>Selective Color):
Reds:
-100; 0; +100; 0
Yellow:
-100; 0; -100; 0
Whites:
0; 0; 0; -24
Neutrals:
+15; 0; -3; -4
Blacks:
0; 0; 0; +42

10. Create a new Hue/Saturation Layer (Layer>New Adjustment Layer>Hue/Saturation):
Master: 0; +20; 0

11. Add a new Solid Color layer and fill it with dark grey (#313131). Set the layer on Lighten, opacity 74%.

12. Optional layer: Make a new layer, fill it with black color and use a soft white brush (opacity 50%) wherever you want.
Mine:
. Set the layer on Screen, opacity 100%.
13. Duplicate your base and drag to top, set it on Soft Light, opacity 70%.

14. 6. Stamp Visible (Ctrl+Alt+E). Use Variations on this layer (Image>Adjustments>Variations...), click on More Cyan. Set the layer opacity on 37%.
